Developing the Talent Pool through Finishing Schools’ Programs in Latin America and the Caribbean

One of the key effects of global services is the creation of a “world wide web” of jobs, from general tasks involving Business Process Outsourcing (BPO) activities such as those in call and contact centers to extremely specialized tasks involving Knowledge Process Outsourcing (KPO) activities such as legal services or research and development in the medical and pharmaceutical industries. This means that human capital lies at the core of the industry and that foreign direct investment in this sector is much of a global quest for the availability of human talent. Countries that are successful players in the global services game are those that can adequately face both the challenge and the opportunity: the challenge of adopting policies and measures favoring the generation of versatile, demand-driven and ready-to-hire expertise and the opportunity of maximizing the transfer of knowledge to the recipient societies in terms of business, management, technical and technological expertise emanating from high quality global services delivery.

Job creation led by global services can be especially beneficial for the youth, which tend to suffer disproportionately from unemployment, especially in developing countries. This can range from a first time employment opportunity at a call center to a middle of academic career job in finance or accounting. A key differentiator for those young professionals or “to be” professionals is the ability speak and write in a foreign language, especially English which is the most demanded language in global services exports. However, countries that can also offer a multi-language value proposition can also be extremely attractive for those companies supplying multiple countries from a specific location. An additional and many times overlooked and underestimated advantage in global services jobs is the ability to carry out remote work from any location. Mothers can program software from their homes, students can design videogames from their colleges’ business centers, market research can be delivered from rural locations.

The Challenge

Because human capital is at the core of this business, and scale and employability of the labor pool is fast becoming the definitive aspect of competitive advantage for many emerging service locations, the employability and the quality of skill sets of a location are the very reasons why large multinational corporations service providers decide to establish themselves offshore.

Continuous transformation by service provider locations, including their human resource component, is imperative to meet global market trends and demands. This implied requirement is becoming another avenue to reach higher levels of human development and it is among the top priorities of global firms that seek for locations from where to provide their services. However, as the industry is relatively new to developing countries, dynamics are so fluctuating and speed is such a crucial factor that there is still a deficit of employable human resources within the services outsourcing offshoring industry. For instance, a recent study called “The Networking Skills Gap in Latin America” by Cisco revealed that the region will have an ICT skill gap of 35% by 2015, a rate that has been increasing since their last study carried out in 2011.

In spite of the fact that the region has increased access to education substantially, according to a Demand for Skills Survey driven by the IDB in 2010 in Argentina, Brazil and Chile, there are two trends that directly affect the employability of the youth and clearly show the mismatch between the skills taught by the education system and the ones required by the labor market (Bassi, Mariana et. al., 2012): first, highly demanded skills have changed (essentially due to technological advances), employers have raised the requirements to be hired, and enterprises place more importance on socioemotional skills than on knowledge skills or specific skills to the sector; second, those changes in the demand side have not been accompanied by changes in the supply side (the skills provided by formal education institutions), and the results of the survey indicate that only 12% of the surveyed firms reported that they had no problem finding employees with the skills they required. In fact, the supply and demand-mismatch is costly for both employers and employees, as employers have to invest greater returns in recruitment and training processes, and employees share the training costs receiving lower salaries because of their insufficient skills (Bassi, Mariana et. al., 2012). Enhanced employability of the labor pool translates to increased national productivity and social welfare, as economic development is fostered by higher employment rates, better trained human capital and the delivery of higher value added services, which in fact provide the highest returns.

“Finishing Schools” as an Alternative Approach

Countries that want to develop and increase their market share in the global outsourcing market must be cognizant of the necessity of counting with a scalable and employable labor pool able to deliver the outsourced tasks. Therefore, there must be a Human Resource Capacity Development strategy and the “Finishing School” framework could be an ideal short and mid-term alternative.

By definition, Finishing Schools are non-formal educational institutions designed for short term training programs and implemented by institutional partnerships among the academe, public and private sectors, whose main objective is to train a particular labor pool segment in developing countries according to specialized industries in order to improve their employability. They were first implemented in India, where since the 90’s its outsourcing offshoring industry started to experience a steep annual growth and development yet not accompanied by a similar increase in its labor pool.  Consequently, the public sector, private sector and academe designed specific training programs to reduce the skills’ gap of its present and future engineers between what was actually taught by academia and the capabilities and skills demanded by the private sector.

The Finishing Schools can potentially reduce the gap between the supply of fresh graduates’ skills and labor market demands, benefiting both sides of the chain, complementing formal education with a more demand-driven methodology, and increasing the country´s economic development and productivity by training people to be employable enough in the global services sector. The concept of “finishing” implies a necessary previous step that involves formal education. Because it is naturally difficult to keep up with the dynamic and ever changing market forces that drive global services, Finishing Schools are designed to be a more flexible complementary tool that can tackle those dynamic forces and train employees according to the latest industry requirements. Their focus is on fundamental skills, technical skills, communication skills and interpersonal skills (IT Pathshala, 2012). These last two categories refer to what is known as Soft Skills, consisting of personal and social abilities that determine the professional, organizational and social performance of the employee at the workplace. Studies conducted in the United States, Latin America and India have shown the great importance of these skills and the similar mismatch to core and technical skills as the traditional education system has not been able to supply those needs.

In order to develop finishing schools’ programs and achieve the objectives mentioned above, it has to be considered that they are a country-specific strategy that depends on the country’s labor pool situation, stakeholders and business segment specialization. Likewise, public and private partnerships (PPP) and a coordinated communication among their actors are basic tools to attain such objectives as they are the stakeholders in charge of designing, monitoring and implementing the country’s most suitable program. Regulations and standardization are core roles of the public sector. The goal is that trainees are formed in the most required general skills useful to work in many companies through the finishing schools, so they will be able to have more opportunities of being employable for many firms, taking advantage of the fact that they can increase the firm’s productivity by accurately performing the necessary tasks without in-house training. The private sector fulfills a central role in providing inputs for the curriculum design. Generally speaking, the firms can actively participate by taking part in the programs and content design, establishing the selection criteria of the trainees, providing most of the trainers in charge of teaching the required contents and skills, contributing with an internship system for trained students, and also offering their physical infrastructure for practical training.

The InterAmerican Development Bank (IDB) is supporting demand-driven training programs in the global services sector such as Finishing Schools as an effective tool to support the Latin American and Caribbean region become a more attractive location for foreign investors in order to compete against the most traditional locations. As a Bank committed towards the socio-economic development of the region, it is actively involved in a number of on-going projects, pilot programs and future initiatives in order to foster the creation of Finishing Schools according to each country characteristics and market demand, through public-private co-financing initiatives and technical assistance. It has already supported the creation of Finishing Schools in Uruguay and Colombia, it has recently approved a project in Trinidad and Tobago, and it is currently implementing a pilot program in Argentina.

Summarizing, finishing schools are a relatively new demand-driven human resource development tool that is being increasingly implemented throughout many countries which aim at developing their services outsourcing offshoring industries. The main objective of the establishment of these institutions is to improve the scope and employability of the talent pool to develop the local productivity of the services outsourcing offshoring industry and improve the rate of foreign investment in that field, as this business training approach allows the labor pool to better adapt to industry trends and market predictions. Predictions suggest that technology will move forward at a faster speed than in previous years, human capital will continue to be a great source of value, and outsourcing will increase, thus countries must be aware of those trends and develop their workforce to take advantage of that.

Poor Economics & Global Sourcing: Are Vulnerable & Underprivileged People Producers or Consumers?

Over the past 50 years since nation states began to obtain independence from their colonial masters and began embarking on governing their peoples through institution of a variety of governance systems, fledgling democracies began to spring up all over the world. With learning from the colonial days on the one end, rising opportunities to work with, supply to markets outside one’s own domestic markets, create and enhance depth of domestic markets, most nations embarked on creating productive sectors, where emphasis was placed on creating products/ goods for general consumption, while also empowering the economies to grow and create wealth. Fast-forward to today, many nations have come to become high-growth on the one end supported by export-orientation and connecting into the world economy, or became inward-focused (import-substitution etc) models came to play. So long as production continued, new sectors emerged and wealth was created, while also fueling consumption, inclusion as a key goal wasn’t pursued by most nations. The need to understand the dynamics in this context, and the role Global Sourcing can play, has never been more important than it is right now.

Insufficiency within Current Ecosystems

By looking individually at the two key components of an economy broadly, as reflected in the figure below Inclusive development continues to be an aspirational goal for most developing nations with sizeable populations of underprivileged and vulnerable citizens. So far inclusive development continues to be supported through provisioning subsidies to certain sectors considered either the key contributors to their economies or is sectors with most of the nation’s population base attached to (esp. Agriculture). While not delving into the detailed mechanics, in today’s context of uneven development in most emerging/ developing nations, poverty has become an almost undeniable fact. Balancing production and consumption economies has never been easy anywhere in the world, and when nations are saddled with more producers than consumers, exports become the only feasible manner to sustain the productive capacities. Unfortunately this doesn’t increase incomes at the base of the pyramid, resulting in sustained poverty. This can be articulated.

Formal economies around the world (political structures notwithstanding – be they democracies, theocracies or socialist) generally are driven by markets that produce goods and services, which in turn creates employment opportunities and therefore incomes. Consumption then follows. Formal structures comprising a market ecosystem like markets, prices, policies, governance, infrastructure, exchanges, supply chains are created to ensure that the production economy and consumption economy retain a healthy balance. The goal is to ensure growth is created and sustained, and that people are able to create, gain new skills/ knowledge, understand how to manage dynamics between supply and demand, and generate wealth sufficient enough to be distributed among a nation’s populace. Such a harmonious situation has rarely been achieved and current endeavor continues to reflect a gyration between the two types of economies.

Contributors to the two economies range from governments, private sector entities, individuals/ citizens through to academic institutions, non-governmental entities and philanthropic organizations whose various roles have enabled (or complicated, in most cases) the endeavor surrounding wealth creation and its equitable distribution. Unfortunately eliminating the scourge of mankind – poverty – continues to remain elusive, thanks to skewed economics as I see it.

  • Consumption Economy

  • Small Formal Economies: Current formal economies are in the range of 10% to 30% within most developing nations, reflecting a larger portion of citizens forming part of a parallel “cash” economy that reduces their ability to contribute and gain returns from participating in the formal economy.

  • Lower Taxpayers than Economically Active Population: A direct consequence of exclusion from the formal economy, resulting in reduced abilities of governments to provide for the underprivileged. In most economies subsidies derived from a very low taxpayer base puts further pressure on the national exchequer as needs change. External commercial and sovereign borrowings put further pressure on national governments given onerous rules and the continued pressure to repay huge loans on the back of rising costs and a smaller taxpayer base.

  • Robust Supply Chains & Private-Sector Driven Industries Not Catering to All Population Segments: In most cases supply chains do not even exist. Case in point is India, where the lack of a reliable supply chain (and a cold chain) results in warehouses stocked to capacity with food that perishes quickly since such food isn’t moved to the end-consumer markets quick enough. Millions in India remain hungry even when there is sufficient food to feed all – only that the food is perhaps rotting in some warehouse far away from consumers.

  • Sizeable Populations Excluded from Mainstream Economy Hence Consumption Low or Non-Existent: Given the exclusion from the formal economy and lack of constant income-streams, most poor citizens have no knowledge or skills to contribute productively. The consequential issues are disastrous as such individuals do not contribute to the consumption economy at all. The formal economy therefore is constrained not to produce more than what can be consumed. While external markets have become amenable to such excess productive capacity, challenges surrounding price-points, competitive policies, WTO requirements, transparency, governance etc have reduced the ability of most developing nations to offload excess capacity onto global markets.

  • Subsistence A Key Goal: Non-contributing individuals in most economies have only one goal, i.e. to eke out a living sufficient enough for two meals a day. Such individuals are never part of the formal economy and their productive capacities are not leveraged at all. Poverty then endures despite national growth.

  • Consumer-Centric Organizations Cluttering Marketplace:  In the quest for increasing consumers, most firms in the recent past seem to have stumbled suddenly on the plethora of poor people who could be served through provisioning cheaper goods and services, never mind the supply chain dynamics. While companies have figured out that poor people could be consumers too, a clear and present assessment of their consumption quotient was never questioned. Advent of the “Race to the Bottom” has resulted in more failed endeavors than success. No questions were asked as to whether there is sufficient production coming from the poor that could allow them to increase their incomes, and consequential consumption.

  • Production Economy

  • Robust Supply Chains & Private-Sector Driven Industries Not Sufficient to Create Full Employment: While private sector is emphasizing on increasing access and creating the necessary supply chains to cater to a larger consumer base, current endeavors are insufficient. Corruption notwithstanding, most endeavors are creating little if any impacts to the poor.

  • Low / Non-Existent Employment Opportunities Resulting in Economic Exclusion: This is perhaps the most crucial issue facing most developing nations. Technology modernity on the one end is fast replacing human labor, while on the other end is becoming a sophisticated skill that eludes most underprivileged/ vulnerable people, both because of the prohibitive costs to acquire such knowledge and also the seemingly impossible pre-requisite qualifications needed to even gain an entry into such institutions that provide new skills. NGOs and other vocational institutions do not cater to current needs but continue to provision for traditional skills – usually seen as unnecessary by the business community.

  • Reduced/ Non-Existent Productive Capacities of Citizenry: The above issue is leading to severe exclusion as individuals are unable to gain sufficient capabilities and contribute to the production economy, and therefore remain marginalized and excluded.

  • Government Subsidies Insufficient to Spur Production & Inclusion: Rising costs and inflation, dwindling foreign reserves, severely corrupt nations in general are bleeding the small amounts of funds available at a nation’s disposal. Taxpayers are not increasing fast enough. While governments are increasing their rules around direct tax and endeavoring to reduce/ remove indirect taxes, the latter continues to be a significant burden on an average taxpayer. This adds to the woes brought upon by a reduced currency value (and consequential purchasing power), dwindling savings capacity, high inflation (and consequentially higher price points for basic needs), and inability to serve tax burdens. This is unfortunately pushing more people into the informal economies while the resultant should have been the other way around.

  • Uneven Wealth Distribution Increasing Have-Have Nots’ Gap: The consequential issue with the above is that wealth created in a growth economy is not distributed evenly. Despite policy levers it has become almost impossible to either do away with monopolistic rent-seeking businesses, or the grip large conglomerates have on both the money and capital markets. Depth of any market’s purchasing power is seen to be a reflection of “retail capital”. Unfortunately in most developing markets, institutional investors rule the roost, dictate most policies and governance, resulting in an undeniable exclusionist approach that gets embedded into the system.

  • Poor Infrastructure: Contributes significantly to lack of supply chains, chill chains, and in general reducing cost of end-user goods. Coupled with rising oil and gas rates (especially for countries that are net importers of fossil fuel), subsidy allocations are insufficient. Even in the face of reducing subsidies, the average cost of basic products, especially food has increased exponentially as reflected in the next section.

FOOD FIGHTS

In a very insightful article in TIME magazine on Feb 28, 2011, the issue with rising global grocery bills and its impact on the poor marginalized individuals (not just the base poor but most middle-class households as well) and the consequential political unrest was addressed. It’s a historical truth that when food prices rise, conflict increases. So it’s no wonder that the spike in the cost of agricultural commodities in recent years has been a contributing factor to revolution in the Middle East. As the map below shows, people in relatively poor countries – including Egypt, Tunisia and others in the developing world – spend a much higher percentage of their incomes on food. But food inflation is affecting Americans too. In the U.S., the poor spend 16% of their income on groceries vs. the rich, who spend 11%. What’s more, if food inflation cuts into emerging-market growth, as many economists expect, U.S. companies that export to those markets will suffer – and so will the people who work for them. Is this not what is happening in fast-growing nations like India, China, Brazil, Indonesia, Kenya, Nigeria as we speak?

In a nation like India where the food inflation at 35% is a significant drain, and more onerous given the higher rates of both direct and indirect taxes (not talking about the various other cess/ charges an individual is exposed to as an additional tax burden of his / her income), the likely impact of a 35% food inflation feels more like 50% to 60% of income. Skimping therefore on legal burdens is on the rise, pushing people more into the informal sectors where national accountability and societal well-being has become an afterthought. The impacts can be seen in two distinct areas, namely (a) reduced wellbeing, and (b) increased sense of entitlement. A recent Gallup poll in India reflects a very unpleasant reality. High inflation and a moderate economic growth have taken away the “feel good” aspect for several Indians. The well being in India was divided into three categories- suffering, struggling and thriving based on how the respondents rated their current and future lives. The results are quite disappointing. 31% Indians rate their lives as “suffering” in 2012 compared to 24% in 2011 suggests the Gallup’s Financial Wellbeing Index. Only around 13% respondents said they are “thriving” in comparison with 21% in 2006. 56% respondents said they are struggling. The alarming observation here is that as suffering increased in each educational group between 2011 and early 2012, it increased most among Indians with the lowest education. Especially, it jumped to 47% in early 2012 from 35% in 2011 for the illiterate group. I could very well argue that these percentages reflect the lives of people in other developing nations like Nigeria, South Africa, Kenya, Brazil, Colombia, and Indonesia as well.

The report also highlighted that suffering grows among agricultural workers. Even though more than half of India’s economic output comes from highly skilled technology services, that sector employs one-third of the labor force. More than half of the workforce is engaged in agriculture, part of a low-skilled and lower-paid labor pool. Even as suffering increased somewhat among Indian white-collar and blue-collar workers between 2011 and early 2012, it increased most for agricultural workers. Now, roughly twice as many agricultural workers (38%) as white-collar workers (17%) rate their lives poorly enough to be considered suffering.

PROVISIONING & ACCESS EXCLUSIONS

Interestingly there are significant issues in terms of provisioning of goods and services by various entities. While drivers for economies are both production and consumption, today most developing nations are unable to close the loop with respect to economic inclusion. Most governments have become savvy at provisioning e-government, thereby reducing opacity in practices and policy implementations (of course one can argue that transparency is still quite an elusive goal), while also reducing the burden on the citizen with respect to accessing government for basic services (be they access to land records, or other government registration services like birth/ death etc).

During the past decade quite a few nations have endeavored to institute governance and accountability at the village level and have instituted political leadership within such locations to incorporate a sense of collective ownership, local self-governance and mutual accountability. A bottom-up approach toward resolving thorny problems mired in culture, tradition and status quo may be successful in some instances, but doesn’t reflect a recipe for replication across board. Private sector participation has – in some instances – enabled these localized leadership groups in areas where help was needed the most. Areas like (a) information and market access, (b) elimination of middlemen, (c) cheaper credit, (d) easier servicing conditions have all helped alleviate the problem, though not sufficiently enough to eliminate systemic issues. The gap continues to be filled by NGOs (variously good and notorious). What remains elusive is the ability to permanently wean away the underprivileged from subsistence living to regular income-generating endeavors.

For instance, most land in India is categorized agricultural or non-agricultural. Hence any industrialization that requires land needs government consent for leveraging non-agricultural land which is increasingly unavailable in most of the country. There the need to leverage agricultural land is resulting in consternation and disgruntlement by most citizens who continue to live off farm land. Given that farming has not been corporatized or institutionalized, most farmers continue to live off very small tracts of land, thereby lending each farmer – individually – quite incapable of providing for his family or investing on higher yields for his land. Onerous regulations in India continue to prohibit entry of, or commencement of institutionalized farming which would take the burden away from individual farmers, and collectivize it (and not in the socialist context) sufficiently enough to provide a constant stream of income alongside longevity. Indians continue to abhor any references to institutionalization of agriculture at is brings back haunting memories of the Zamindars of the yesteryears. While corporatization of agriculture may lead to significant gains, and while the comparisons to the erstwhile zamindarim system are both inappropriate and incorrect, tradition and culture in such excluded societies continues to reject contemporary solutions to traditional problems. Hence the inability of governments to enable citizens has been reduced to providing directly for them through subsidies from increasingly depleting financial resources.

Well the private sector hasn’t done much either. As can be seen in the graphic above, most continue to serve the needs of the top 10% of consumers, while some do provision goods/ services for the middle class citizens. This still leaves almost 40% to 60% of the citizens bereft of the opportunity to consume. The argument is that this group of citizens does not have incomes sufficient enough to consume in the first place – an argument that has both merit and an opportunity. The private sector has seized on the opportunity by pushing products/ services because the lure of a sizeable untapped consumer base is just too good to ignore. Human greed has manifested itself in an ugly manner here. Instead of ensuring that a larger population base is brought into the mainstream economy, organizations continued to pursue their capitalistic goals. The only difference was that the consumer base was new, poor, vulnerable and ignorant of market realities. Some interesting insights can be gained from the failure of Microfinance, after it was popularized globally by Mohammed Yunus and his Nobel prize (for his Grameen Bank endeavor in Bangladesh).

The “race to the bottom” became a distinct reality, especially in countries like Bangladesh, Indonesia, India, South Africa, Kenya etc. Various pitfalls continue to be ignored. This line of credit comes with high interest rates. The borrower gains no business training to assist him/her use the credit wisely, and the lenders lack any understanding of localized social factors that influence living. Aneel Karnani, associated with Stanford’s Social Innovation Review, suggests that the only way to cure poverty is to create jobs, not give microcredit. However this element was never understood, and continues to be largely ignored.

I strongly believe that microfinance is not for all poor, and neither is it a tool to reduce poverty. Microloans are more beneficial to borrowers living above the poverty line than to borrowers living below the poverty line. This is because clients with more income are willing to take the risks, such as investing in new technologies that will most likely increase income flows. Taking a walk along the narrow by-lanes of Dharavi (Asia’s biggest slum in Mumbai) reflects this fact clearly. Poor borrowers, on the other hand, tend to take out conservative loans that protect their subsistence. They rarely invest in new technology, fixed capital, or the hiring of labor. Microloans sometimes even reduce cash flow to the poorest of the poor, observes Vijay Mahajan, the chief executive of Basix, an Indian rural finance institution. He concludes that microcredit “seems to do more harm than good to the poorest.”

I am not particularly a fan of Mr. Yunus, notwithstanding all the rumors floating about his honesty, source of funds for his bank etc. What I do emphasize though is that his model was never new. The concept of collective daily pooling of meager savings has always been an innovative manner to address needs of underprivileged individuals. Successful, sustained examples like Casas Bahia (Brazil), Cemex, Elecktra (Mexico) and ITC (India) provide strong lessons on how to positively mix commercial pursuits with social goals. I believe that the microfinance model received so much flak principally because of misplaced priorities. A heady mix of private sector enthusiasm (read race to the bottom), combined with an assumption that the most important requirement for the poor was savings (and not entrepreneurism), created a model whose demise was inevitably sealed the moment it was conceptualized.

I find that democratization of capital has also led to the present woes with microcredit. Though the private sector continued to pursue its capitalistic goals, they were forced to reckon (at least partially). Under the watchful eye of the World Bank based Consultative Group to Assist the Poor (CGAP), the microfinance industry has increasingly turned to the rules and norms of global finance to formulate standards of scale and sustainability. Concerned with portfolio quality rather than poverty, with return on equity rather than social equity, microfinance now bears the promise of commercial expansion.  Unfortunately, again their motto seems to have failed in adhering to the key need of the day: treating the society as a shareholder.

A crucial component continues to evade the marketplace – the endeavor to create jobs. Private sector seems to create jobs only as a function of balance sheets, while governments create jobs only when it has to do with infrastructure projects. As a consequence, millions continue to remain out of the employment gambit. The need for jobs is higher than ever today, in the face of shifting demographics (more youth on the planet today than ever before), social unrest, increasing gap between the rich and poor, and rising fundamentalism (both religious and cultural). Some additional elements are worth noting to understand why the private sector continues to ignore the underprivileged communities. For instance, in India while there is a robust private sector, race to the bottom driven by human greed has become mainstay driver (manifested particularly by private banks and dedicated MFIs). Exclusion is the consequence though entrepreneurism still holds key to some. While in South Africa, the entire citizenry has become slave to a private sector that has been able to successfully integrate all aspects of all industries (both vertically and horizontally) to such an extent that less than 50 corporations (mostly globally held) hold all the purse strings and economic might. The undeniable scourge this has resulted in is that entrepreneurship is missing fully, as any endeavoring entrepreneur has all doors closed.

Understanding Disinterest From Private Sector

The basic premise with serving the poor has always been that “Everyone has a shot at being a successful entrepreneur”. Some reasons touted to lend credibility to this statement are that the poor were never given a chance earlier, and given a chance, their ideas are probably fresher and less likely to have been tried already.  Unfortunately there are some crucial market realities that are constantly being ignored, principally among them being that most BOP targeted endeavors continued to emphasize on innovation in products, instead of innovation for value.  In addition, a crucial question of leadership arises. Who should be the driver – Governments, NGOs or the corporate sector or aid organizations or developmental agencies – that could enable transformation and private sector participation? Again the nature of private sector participation has largely been left undefined. Does it mean that the private sector focus on selling, or creating/ producing, or buying, through engaging with the underprivileged/ BOP individuals, or should it be a combination of all the three? Given the undeniable fact that private sectors look toward their balance sheets and endeavor at shortening their timelines to gaining positive ROI, hints of longer realization periods continue to deter the private sector from “sustainable commitments”.

Many have argued about significant positive ROIs from serving the BOP. Understanding returns therefore is key. A Marginal Return (MR) is the revenue net of all operating costs (but not interest costs), articulated as a simple question, “if you were to invest $1 less means borrowing $1 less and therefore repaying 4c less in principal and interest, then one would only commit to such investments if and only if the marginal return is greater than 4%”. In other words it refers to the additional output resulting from a one unit increase in the use of variable inputs, while other inputs are held constant. An Overall Return (OR) is the total revenue net of operating expenses, and helps decide whether one should be in the business in the first place. If overall returns are not high enough to cover the value of the time one is putting in, plus cost of running the business, one should shut down in the absence of a positive indicator to future earnings. The paradox with these comparisons is that while marginal returns can be high overall returns are mostly poor, Using MR and OR, let’s examine two premises articulated well by Esther Duflo and Abhijit Banerjee in their seminal book Poor Economics.

Basic Premise # 1: ROI in Serving The Poor Very High. Therefore, are the returns Marginal or Overall?

Interestingly, diminishing returns (also called diminishing marginal returns) is the decrease in the marginal (per-unit) output of a production process as the amount of a single factor of production is increased, while the amounts of all other factors of production stay constant. The law of diminishing returns (also law of diminishing marginal returns or law of increasing relative cost) states that in all productive processes, adding more of one factor of production, while holding all others constant, will at some point yield lower per-unit returns. The law of diminishing returns does not imply that adding more of a factor will decrease the total production, a condition known as negative returns, though in fact this is common. A common sort of example is adding more workers to a job, such as assembling a car on a factory floor. At some point, adding more workers causes problems such as getting in each other’s way, or workers frequently find themselves waiting for access to a part. In all of these processes, producing one more unit of output per unit of time will eventually cost increasingly more, due to inputs being used less and less effectively.

The most crucial element in this discussion is the impact of variable costs on marginal and consequently overall returns. Unfortunately the nature of infrastructure, predictability with cost and usage elements in rural/ underprivileged areas (especially in poor/ developing nations around the world) can be notoriously unpredictable. Any preventive and predictive allocation of alternatives (for e.g. generators to ensure continuous power supply to service centers) can add significantly to the costs. Unfortunately this can be a sizeable variable cost factor that has a direct impact on total cost of operations. However, if we were to switch a different premise, there arise a host of opportunities, as explained below.

Basic Premise # 2: High Marginal Returns but low Overall Returns. So, is there opportunity to grow overall returns? Three key factors need to be delved into. First, to increase OR, more investments would be required. Given that borrowing is expensive, investing more monies into endeavors is not always easy or desirable. This is perhaps the key reason why small firms continue to remain small, as they are yet to reach an inflection point where more investment would guarantee growth. Second, and consequent to above, there are less borrowers. While there are many poor people who need money, they are unwilling to borrow given their limited ability to service such borrowings and the constant fear of being usurped and losing whatever little they really have, especially the small land holdings they may be owners of. Unfortunately the debacle with microfinance has added further to the woes of the vulnerable (e.g. MFI take-up in Hyderabad is only 27% of total pool). Third, there’s a palpable agreement that there wouldn’t be any change to profits. From an investment standpoint, the microfinance industry has clearly reflected the fact that the gains from serving the underprivileged are not any larger in comparison to other businesses, but demanded significant new interventions, as also higher exposures to variability with costs.

The sector itself has less ability to absorb more capital given lack of confirmations around sales uptake, particularly manifested with consumer goods given that the underprivileged are most likely to only provision what they need to consume. Hence storing consumer goods for the future is not a behavior that drives consumption. Of course consumption itself is severely limited given the meager incomes the poor have. Further, there’s no innovation given that underprivileged individuals have neither the wherewithal or competencies to start highly valued entrepreneurial ventures like Google, Amazon etc and are hence constrained to focus on proven, highly commoditized businesses, even though micro-enterprises in nature. Consequently, more capital doesn’t create more efficiency and is surely not transformative. Therefore, the only way out seems to ensure that fresh capital is combined / interwoven with entrepreneurship.

Conclusion

There are a host of parameters driving economic inclusion for the poor. There are a host of prescriptions as well, some proven while most others anticipatory in nature. I will try and refrain from putting together recommendations at this point not because there aren’t any. The need to gain further understanding and insights overrides any penchant to prescribe solutions – they may be premature. Having said that, I am inclined to believe, as has been proven, that village service centers provisioned by the private sector can create tangible returns to businesses, if and only if social enterprises embed both social and economic goals clearly into their mandates, create much-needed employment opportunities (and do all that’s necessary in terms of skills and training to ensure inclusion), dedicate management effort to sustain such models, and finally, try to spin off such entities into entrepreneurial ventures. The goal of uplifting all the poor will need millions of entrepreneurs, preferably from the very communities that they hail from and can create impacts. A few companies are not sufficient to make the ripple impact felt. Somewhere someone’s gotta give, and I think it is time for large enterprises to work cohesively in making the initial investments. Others surely will follow.

Digital Innovation: The Next Wave of Africa’s Development

A new wave of energy and innovation coming from Africa is mainly driven by young people. When interviewing the young people about their innovation drivers, most will tell you that it is ‘’ for fun”. However, looking beneath the ‘’fun’’ is the revelation that young people are solving everyday real problems: social, economic, and political. The key enabler for the young Africans to participate in areas that they never had an opportunity to participate in, say 20 years ago, is technology, particularly Information Communications Technology (ICT). In the past the growth of the African economies was fuelled by commodities. To date, however, Telecommunications is set to surpass commodities as a source of revenue and trade.  Across Africa, Telecommunications is fast replacing mining as the most lucrative sector.

Incubators are springing up across the continent, from Kenya’s iHub to South Africa’s Innovation Hub to Cameroon’s ActivSpaces. Nigeria has produced two notable examples: the Co-Creation Hub (or CcHub) and the Wennovation Hub. Microsoft recently announced a partnership with three leading African incubators to support start-ups. Many of Africa’s start-ups are not just focused on local opportunities but are “micro-multinationals”.  (Small businesses utilising technology and the Internet to access customers and suppliers globally are micro-multinationals). The big multinationals are also seeing Africa’s potential in Information Communications Technology. In 2013 Microsoft bought Nokia for $7.2 billion and announced the ‘Microsoft 4 Afrika’ project which is an initiative aimed at accelerating growth in the African continent.

A number of the innovations coming from Africa tend to focus on the following sectors of the economy: Retail, Education and Financial Services.

Innovations from the Ground

Retail

As the Internet expands across Africa, it has become a launching pad for a new generation of digital entrepreneurs. In Nigeria alone, Konga and Jumia have become major online retailers. In Mozambique, a startup called moWoza has created a more efficient supply chain by using text messaging and a smartphone app to deploy available taxi drivers to deliver parcels from wholesalers to informal traders. Elsewhere, Mi-Fone has sold more than a million low-cost mobile phones across the continent.

Education

ReKindle Learning, a South African start-up, is developing personalised, interactive learning tools that work on simple mobile devices. For the first time, there could be effective content aggregation on the continent, driven by the likes of iROKOtv, a digital delivery platform for locally produced content. Success stories like these are attracting global investors and spurring the formation of local angel investor and venture capital networks.

Financial Services

In the Financial Services sector the growth of mobile applications has led to an opportunity to ‘’bank the unbanked through mobile ICT applications’’. As a result a whole new generation of ICT applications will be coming out of Africa, including mobile applications that utilize the Web.

M-PESA in Kenya has become the most widely adopted mobile-money scheme in the world.  In simple terms, M means Mobile and PESA means Money.  In Zambia there is Celpay, in South Africa Wizzit. The mobile operator MTN and the African bank called Stanbic work in collaboration in Uganda, and the mobile operator Zain is working on a mobile application called Zap across the continent of Africa. In Nigeria, Paga is emerging as a key player in mobile payments.

International Trade in Services Set to Continue in Africa

A number of years ago Africa was introduced in the Global Services space as a continent which is capable of servicing Business Process Outsourcing (BPO). Africa has a number of pillars that  allow it to be a key player in this economy sector. To name but a few: Africa has a vast availability of talented human capital that is able to service global companies at a professional level;  Governments across Africa have recognised the need for incentives and have tailored their policies to suit the needs of the investors; there are specific and targeted marketing initiatives to market the different countries across Africa together with their value propositions; industry bodies to represent private sector interests are being formed across the continent and finally, some countries, such as South Africa have pioneered the development of Standards for the Business Process Outsourcing sector.

Business process outsourcing, software development, and local hardware manufacturing could all contribute to increasing Africa’s trade balance, which is currently positive and could grow to $13 billion.  In South Africa, BPO already generates more than $1.5 billion in revenue and accounts for 54,000 direct jobs, while Morocco’s BPO sector is at similar scale. Ghana, Kenya, Nigeria, and Senegal are among the countries with plans and potential to grow their own BPO sectors. Some low-cost devices are already being manufactured on the continent, particularly in Nigeria and South Africa, and there are a number of software development hubs.

Regional Cooperation and International Business Partnership

African digital space development presents opportunities for collaboration at regional and international levels. As evidenced on the ground, there are opportunities for banks to team up with mobile operators to launch mobile money services allowing them to reach more customers. The key across all sectors of the economy is to identify the problems experienced by the people on the ground and tailor make solutions through innovative products and services.  This would result in the provision of tailor made solutions and ICT applications for local market needs which could be scaled up at a global level. Private sector could assist government with innovative service delivery models.  Different organizations should fund and collaborate with startups which have a focus on ICT based applications.

Conclusion

Africa has the fastest-growing mobile phone market worldwide. Entrepreneurs and development organizations are eagerly seizing the opportunity presented by such growth.  They are creating mobile phone applications for profitable and nonprofit ventures across the continent. Millions of Africans, for example, now use their mobile phones to transfer money, turn on water wells, learn soccer game scores and buy and sell goods. The penetration of the mobile phone is far greater than that of the Internet in Africa, especially in rural areas, making it the most accessible communication tool.

Balanced Score Card for Socially Responsible Sourcing: A Message from the Chair

As my great philosopher Winnie the Pooh says, “If you do not know where you are going, you will not know if you get there.”

With the beginning of a New Year, it is only natural to reflect and check our own GPS.   Are we there yet?  Or, if Winnie the Pooh is not listening, where exactly are we going?  This holds for individuals, for business and non-business entities alike.

The balanced scorecard (BSC) framework, broadly popularized in the 90s by Kaplan and Norton, is a platform to evaluate performance from financial and nonfinancial perspectives; it is an organizational GPS to help understand and evaluate performance of an entire organization, of a unit, vendor or an individual. You can evaluate only what you can measure – this reminds me of my efficiency guru, Winnie the Pooh.

There are four dimensions for evaluation in the original BSC methodology.  For each, three to five measurements are identified for tracking.

Here are some examples:

  1. FINANCIAL:  ROI, ROC, revenue and profit margins

  2. CUSTOMER:  customer retention and growth, customer satisfaction and brand awareness

  3. INTERNAL BUSINESS PROCESSES:   measures of efficiency and effectiveness; and infrastructure

  4. LEARNING AND GROWTH:  innovation; patents, improvements and new offerings

This BSC framework has been widely adopted by business, nonprofit organizations, schools, governments, military, and just about any other entity that claims to have a goal.  The success of the BSC lies in its simplicity.  Many organizations are still practicing BSC in its original form.

However, our world gets everything but simpler. More than twenty years after Kaplan and Norton’s publication of “The Balanced Scorecard – Measures that Drive Performance”, we find ourselves in a flatter world, with unprecedented flow of goods and people among nations.  We find ourselves exchanging extraordinary amount of information and knowledge, legally, semi-legally and illegally.  All of the above unleashes real and material changes in personal and economic relations, in geo-politics and local politics.  Frequently, we find ourselves with the first generation performance GPS – a four-dimensional BSC while dealing with employee mass suicides, climate anomalies such as Arctic Vortex and natural disasters such as tsunamis  – all of which are having a material effect but are not being registered by our performance GPS or Balanced Scorecards.

Those of us who practice performance evaluation with our GPS raise the question: are the four dimensions of BSC truly capturing the complexities of times we live in?  Although some global organizations have added such perspectives as Global Citizenship, or Environmental Sustainability to their performance navigation systems, performance surveys demonstrate that the majority of global companies, which practice BSC, still use the original four dimensional for the assessment.

In the GSC community, we know that social consequences of business activities matter a great deal. They matter to a business entity, when it comes to talent acquisition or to loyalty in crisis situation. They matter to a local community when education empowers women, who constitute more than fifty percent of the workforce. This in turn allows them to support their households. They matter to indigenous people, when they are given opportunities to participate in economic activities. Let’s ask again: are these social parameters reflected in our elegant performance evaluation GPS methodologies? Rarely.

One of the reasons why social responsibility and sustainability have not achieved their permanent place in BSC is the challenge of measuring social impact or impact of social programs. Over the last three decades, real progress was made with developing and incorporating metrics for environment into business performance GPS: greenhouse gases, water consumption, emissions taxes, recyclable and organic trash, etc. We are not quite there yet when it comes to measuring social impact.

As we are entering 2014, I encourage the GSC community to undertake the initiative to review and audit current performance evaluation platforms through the lenses of the complex world we live in today.  It is our responsibility to assure that the BSC with their KPI measures reflect the impact and consequences of our activities on local communities, on schools, and on the environment. It is our charter to stimulate this discussion.

As my GPS strategy guru, Winnie the Pooh, whispers into my ear:  you are where you told your GPS to take you, but is it where you want to be? Where you should be?
